Fourth Plinth Schools Awards accessibility statement

This accessibility statement applies to the pages in the Fourth Plinth Schools Awards section of the website. It does not apply to the page header, main menu, footer or cookie banner because these are covered by the accessibility statement for the main website. This also contains the contact details for requesting accessibility support and reporting issues.

This website is run by the Greater London Authority. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 400% without the text spilling off the screen and without content being truncated or overlapping
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible:

  • The features on the Gallery page cannot be operated using keyboard controls. The page is also difficult to use with a screen reader.
  • The submission form is difficult to use with a screen reader.
  • When step 2 of the submission form is viewed at 400% browser zoom, the thumbnail images are extremely small and may not be visible at all.
  • Step 2 of the submission form contains a CAPTCHA. The checkbox may be difficult to see because it has low colour contrast against the background. Also, an expiry warning is displayed after a period of inactivity, but it may be difficult to read because it has low colour contrast.

Enforcement procedure

The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the ‘accessibility regulations’). If you’re not happy with how we respond to your complaint, contact the Equality Advisory and Support Service (EASS).

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

We plan to fix all the non-compliances no later than the end of February 2023. Some low-impact non-compliances are not listed, but will also be fixed.

  • On the Gallery page, the filter controls do not receive focus so they cannot be operated using keyboard controls. WCAG SC 2.1.1 (Keyboard Navigation).
  • On the Gallery page, the filter controls are just <label> elements with JavaScript event handlers. They do not have a programmatic role and the expanded / collapsed state is not conveyed programmatically. WCAG SC 4.1.2 (Name, Role and Value).
  • On the Gallery page, the focus does not move into the modal overlay when the large version of an image is viewed. WCAG SC 2.1.1 (Keyboard Navigation) and 2.4.3 (Focus Order).
  • On the Gallery page, the focus moves to the wrong place when the modal overlay is closed. WCAG SC 2.1.1 (Keyboard Navigation) and 2.4.3 (Focus Order).
  • On the Gallery page, the links for each search result do not receive focus so they cannot be operated using keyboard controls. WCAG SC 2.1.1 (Keyboard Navigation).
  • On the Gallery page, the links for each search result are just in <div> elements with JavaScript event handlers and they do not have a programmatic role. WCAG SC 4.1.2 (Name, Role and Value).
  • On the Submission form pages, ARIA live regions are required to announce each change of step in the process. WCAG SC 1.3.1 (Info and Relationships).
  • On the submission form step 2, at 400% zoom, the thumbnail images are extremely small and may not be visible at all. WCAG SC 1.4.10 (Reflow).
  • On the submission form step 2, after adding an entry, the data table column headers are missing in the list of entries. WCAG SC 1.3.1 (Info and Relationships).
  • On the submission form step 2, the "arrow" button next to the Confirm Removal button does not have a visible focus indicator. WCAG SC 2.4.7 (Focus Visible).
  • On the submission form step 2, the CAPTCHA checkbox border does not have sufficient colour contrast. WCAG SC 1.4.11 (Non-text Contrast).
  • On the submission form step 2, the CAPTCHA expiry warning does not have sufficient colour contrast. WCAG SC 1.4.3 (Colour Contrast).
  • On the submission form step 2, the name and role are incorrect for the button that rotates the image. WCAG SC 4.1.2 (Name, Role and Value).

Disproportionate burden

We are currently fixing the non-compliances and we do not believe that we will need to use the disproportionate burden exemption.

What we’re doing to improve accessibility

We plan to fix all the non-compliances no later than the end of February 2023.

Preparation of this accessibility statement

The Fourth Plinth Schools Awards section of the website contains 4 pages (a 3-stage submission form and the gallery page). All four pages were tested.

All accessibility testing was done by Test Partners.

We tested:

Note: we have carried out audits across our digital estate. Related sites and/or key digital products which sit on London.gov have their own accessibility statements which you may also want to view.
