Goods vehicles are essential for the functioning of London's economy. The use of goods vehicles has been growing at a faster rate than other vehicle types in London, and their activity coincides with busy peak traffic periods, creating costs for others.

This review seeks to prompt debate on whether and how policy should tackle these problems and highlights the complex nature of freight operations and the external costs they cause in London.
