1. Introduction and background

1.1. The contract award is for the provision of support and maintenance of the ANPR and CCTV camera system located within the GSZ together with other MPS owned ANPR cameras located in a number of London boroughs, Heathrow and City airports.

1.2. There is currently an ongoing piece of work reviewing pan-London CCTV. The aim is to formulate a strategy for CCTV including the current and future requirements of users and partners. The award of this contract is an immediate solution for the continued support of the existing camera fleet and is not dependent on the pan-London review. This contract could be superseded by alternative support arrangements pending the outcome of the pan-London review.

2. Issues for consideration

2.1. This contract provides support for fixed roadside ANPR cameras owned by the MPS as well as ANPR and CCTV cameras within the GSZ. The contract will encompass the current Heathrow system negating the need for a separate support contract. It should be noted that as the current ANPR assets age, the cost to support the systems will increase. A programme of refresh for the GSZ assets is planned to commence during 2016/17.

3. Financial Comments

3.1. The funding of £205,000 per annum can be met from existing resources. Included in the £205,000 is a contingency element to allow for the support and maintenance of additional cameras to be brought into scope during the term of the contract. The actual committed cost to the supplier is during the contract period is £724,329.

3.2. A saving of £137,408 has been realised against the full year budget of £1,080,651. The saving will be used to partially offset emerging pressures relating to the current ANPR system.
