Non-confidential facts and advice to the Deputy Mayor for Policing and Crime (DMPC)

1. Introduction and background

1.1. The MPS is currently the lead law enforcement agency for providing intelligence to the UK Football Police Unit (UKFPU) that has been acquired through the use of Covert Human Intelligence Sources (CHIS). The UKFBA are responsible for collating and disseminating information and intelligence on UK based football risk groups. The MPS is the lead agency for the management of football related CHIS providing the operational support for domestic, European and International fixtures.

1.2. The Home Office will provide a grant for the period 01 November 2015 to 31 October 2016 with the possibility of an extension for a further year to October 2017.

2. Issues for consideration

2.1. The MPS Dedicated Football Unit consists of 2 Police Constables and 1 Inspector; this funding will allow this unit to increase by 1 Police Constable and will take on the role of supporting the UKFBU.

3. Financial Comments

3.1. The grant will be paid quarterly in arrears on a full cost recovery basis. The total grant of £66,255 will cover salary and support costs.

4.1. This report seeks DMPC approval for the receipt of a grant of £66,255 to fund a Police Constable for 12 months to support the Home Office UKFBU.

4.2. The grant from the Home Office is being provided pursuant to section 169 of the Criminal Justice and Public Order Act 1994 which allows the Secretary of State to make payments or grants in relation to crime prevention.

4.3. The MOPAC Scheme of Delegation and Consent gives the DMPC the authority under paragraph 4.8 to approve all grants.

5. Equality Comments

5.1. The Unit where the Police Constable will be based works within MPS guidance and policy in relation to standard operating practices and procedure, which includes the Equality and Diversity toolkit. Therefore, there are no Equality and Diversity issues identified with this proposal.
