Executive summary

This report requests the early release of funding to allow the continuation of the pilot, an evaluation of windows functionality, Secure External Gateway Connectivity and the preparation of the Outline Business Case.

Recommendation

The DMPC is asked to approve the early release of funding of £3.247m from the approved Capital Plan to fund the continuation of the iPad pilot, the evaluation of Windows functionality, the Secure External Gateway Connectivity and the preparation of the Outline Business Case. This is subject to the future business case providing a clear analysis of the benefits split between the front, middle and back office.

1. Introduction and background

1.1. The mobility pilot at Hammersmith and Fulham has demonstrated tangible reductions in police officer time to carry out the administrative processes associated with a number of applications on the mobile devices.

1.2. In March the Mobility Taskforce was set up to reassess and redefine the strategy for the deployment of mobile technology within the MPS and to validate and Inform further deployment of mobile technology.

2. Issues for consideration

2.1. The Taskforce has recommended that the iPad pilot continues, that Windows devices functionality is evaluated, that the OBC is redeveloped, that plans for further trials are developed and that appropriate governance is established.

3. Financial Comments

3.1. The 2015/16 Capital Programme includes an allocation of £16.9m for mobility devices; this paper is requesting f3.247m which will be funded by this budget. The revenue requirement of f272k will be funded by the existing mobility programme budget.

3.2. The forecasted capital spend is £76.2m, this will be built into the reprioritised 2016/17 Capital Programme .

4.1. The MPS Directorate of Legal Service recommends the Capital Programme draw down funding request is approved. The MOPAC Scheme of Delegation and Consent (paragraph 4.8) states that budget virements or movements in excess of £500k require approval by the DMPC.

5. Equality Comments

5.1. The equality and diversity impact assessment will be conducted as part of the production of the full Outline Business Case. The impact assessment has been completed for the Hammersmith and Fulham pilot.
