Who should rule our rails?

There are nine National Rail franchises operating in London and the South East. In addition, Transport for London (TfL) runs the London Overground service, which is part of the National Rail network. Other inter-city services also serve London. There are significant levels of overcrowding across the network and reliability of services is poor. Could giving more control to TfL improve services? The London Assembly Transport Committee will tomorrow explore the major challenges facing London’s rail network and how devolution of control to the Mayor might help address these. The guests are;
