The care, control, management and regulation of Trafalgar Square and the central garden of Parliament Square are functions of the Authority pursuant to sections 383 and 384 respectively of the Greater London Authority Act 1999 (“the GLA Act”). Section 385 of the GLA Act allows the Authority to make and enforce byelaws where considered necessary for securing the proper management of Trafalgar Square and Parliament Square Garden and the preservation of order and the prevention of abuses there. The 2000 Byelaws need to be amended to take account of the coming into force of relevant sections of the Police Reform and Social Responsibility Act 2011. This is an opportunity to update the byelaws to make them more relevant after ten years of operation. The GLA’s authorised officers list also requires modifying to enable enforcement of the Act and revised byelaws.
